治理、社会资本和集体行动问题的解决Governance, Social Capital and Overcoming Collective Action Problems


本课程旨在帮助学生获得完整的认知基础,了解关于社会资本这个社会科学概念是如何发展出来的以及它的研究如何在社会科学及其应用领域里呈几何式增长的。课程的重点在于此术语在那些方面被用于解释治理成效(以进步性公共政策的采纳和绩效的跨辖区差异为主)以及它在当前中国公共政策和公共管理研究中的应用现状。

This course is designed to help the student acquire a sound grounding in how the social science concept of social capital was developed, and how its use has grown exponentially in all of the social sciences and applied social science fields.  The course focuses on what uses of the term have been made to explain governance outcomes - principally, progressive public policy adoption and cross-jurisdictional differences in performance, and finally how it has been used to date in the study of public policy and public administration in China.



主讲老师:尼古拉斯·洛夫里奇(Nicholas P. Lovrich)

尼古拉斯·洛夫里奇是华盛顿州立大学政治、哲学和公共事务学院的荣誉教授,1971年获得加州大学洛杉矶分校的政治学博士学位。洛夫里奇教授是刑事司法、公共管理和政治学领域的知名学者,出版十数部专著和200多篇学术期刊论文(发表在包括《美国公共管理评论》等知名期刊之上)。他在1990-2000年间担任《公共人事管理评论》的主编并在包括“美国政治学会”(APSA)在内的众多专业学术机构的执行委员会中担任要务。他获得了很多来自联邦和州的资助和委托项目并担任美国自然科学基金会和美国地质勘探局的项目评审。

Nicholas P. Lovrich is a Professor Emeritus in the School of Politics, Philosophy and Public Affairs of Washington State University. He received his Ph.D. in Political Science from University of California, Los Angeles in 1971. Professor Lovrich is a top scholar in criminal justice, public administration and political science and He has published a dozen books as well as over 200 academic papers in esteemed journals including American Review of Public Administration. He served as editor-in chief for Review of Public Personnel Administration (1990-2000) and on the executive councils of many professional associations including American Political Science Review. He received many grants and entrusted projects at both national and state level and acted as reviewer for National Science Foundation and for the U.S. Geological Survey.
