课程开设的目的和预期效果：

课程主要介绍美国地方政府的基本结构与功能，通过学习，学生们可以掌握美国地方政府治理的基本过程，以及美国地方政府所面临的挑战与改革。

The goals of the course include (1) exposing you to ideas about how United States public administration works and should work; (2) enabling you to think critically about these ideas; (3) requiring you to connect these ideas to practice through the study of real-world examples of public administration successes and failures; and (4) introducing you to the role and challenges faced by a local government manager in the United States today.

课程的基本简介：

本课程共计有6讲，主要涉及美国地方政府的基本结构与功能、美国地方官员的角色、领导力、有效的治理、政府功能与政策过程、管理以及管理面临的挑战等。

This course has 6 lectures: basic structure and function of American local government, roles of American local officials, leadership, effective governance, functions and policy, managing, the future of managing.

Clay Pearson, City Manager, City of Novi, Michigan (CURRICULUM VITAE)

克莱·皮尔森现任美国密歇根州诺维市市长，在其担任市长期间，诺维市被美国财经杂志（Money magazine）评为“最适宜居住的100个城市”（2008年），被美国家庭圈子杂志（Family Circle magazine）评为“最适合家庭的10个城市”（2011年），城市人均家庭收入约为71,796美元。克莱·皮尔森同时担任国际城市管理协会国际委员会的主席，是一名全球闻名的城市问题管理专家。

Clay Pearson is the city manager of city of Novi in Michigan. Under his management, city of Novi is the well-educated, affluent, and diverse community named among “Top 100 Places to Live” (July 2008) by Money magazine and “Top Ten Places in the U.S. for Families” by Family Circle magazine (August 2011).  Novi’s average household income in 2009 was estimated at $71,796. Clay Pearson is the chair of ICMA international committee, he is an international well-known expert on city management.
